FULL DISCUSSION OF SUBJECT MATTER ON TAPE

Selectmen Present: Stan Howe, Dennis Doyon, Don Bennett, Jack Cross, and Robert Everett

Staff Present: Manager Doar, Clerk Mason, Public Works Director Sumner, Equipment Operator Walker, Sergeant White, Reserve Officers Gould & Daley.

Others Present: Harry Faulkner, Bradley Damm, Rob Hopper, David Hanscom, Candy Mailman, Jackie Schuesler, Bill Ullman, Jim & Robin Bennett, Rosemary Laban, Scott Hynek, Cathy Newell, Brent Angevine, Sheriff Gallant, Chief Deputy Tripp, Tom Harriman, Hart Daly, Cheryl Bennett, Virginia Kelly, Steve Etheridge, Ron Savage, Pat Early, Janet Coverdale, and Scott Harlow

Robert Everett moved, Don Bennett second to approve the minutes of the December 21, 2009 meeting. All were in favor.

Chairman Howe opened a public hearing on the proposed contract with Oxford County Sheriff’s Department for Law Enforcement Coverage. Several comments were heard from the public in attendance. Most of the concerns were response time and coverage. Manager Doar explained to the group that the contract is for dedicated coverage, so the response time and the coverage would be the same as it is with our own police department. After all had been given the opportunity to speak Chairman Howe closed the public hearing at 7:45PM.

The board discussed with the Water District a Street Opening Permit for the North Road. The Water District would like the board to sign off on the permit, but Public Works Director Sumner advised the board that there was still one troubled spot that needed to be fixed.

Selectmen Cross stepped down for the remainder of the discussion.

The board agreed in principal that if the Bethel Water District agrees to fix the problem area then the board will agree to sign off on the permit. The representative from the Water District present at the meeting informed the board that the full Water Board would discuss this at their January 19, 2010 meeting and they would get back to Manager Doar.

Selectmen Cross re-joined the board.

The board reviewed the bids for the Mason Street Sidewalk. Dennis Doyon moved, Robert Everett second to accept the bid from Pratt & Sons with a not to exceed price of $117,967. All were in favor.
The board reviewed the list of possible amendments to various town ordinances for submission to the Ordinance Review Committee. The board agreed to take off the proposed amendment to the Building Construction (Ch. 96). This amendment would update the building construction ordinance to reflect the new statewide building and energy code. The list will be presented to the board for review again at the next meeting on January 25, 2010.

Manager Doar updated the board on the Town Financials.

Robert Everett moved, Don Bennett second to approve and sign warrants #2010-26, 27, and 28. All were in favor.

Don Bennett moved, Dennis Doyon second to adjourn the meeting. All were in favor.

The meeting was adjourned at 8:35PM.
