BETHEL CONSERVATION COMMISSION


Notes from the meeting held Monday, 14 Nov., 2011 at the Town Office


Attending: Jackie Cressy, Kathy Ford, Jessie Seymour-Perkins, Landon Fake, Jarrod Crockett, Jim Doar

The meeting was called to order at 4:30 pm by Jackie Cressy

Agenda/Discussion items:

1.  Bingham Land – Baseline Documentation Report

Jackie reported that the Select Board voted to approve our recommendation for the process for public input on the baseline documentation and management plan and voted to hire forester Sherm Small and his company to produce the baseline documentation report with the items we recommended.~

BCC then reviewed a suggestion brought up by Selectmen regarding getting a second opinion for reviewing what criteria should go into the report. Jackie suggested that someone from IFW Beginning with Habitat Program, such as Andy Cutko who is a forester and ecologist, may be a good choice. Landon suggested we have Sherm Small present a proposed scope of work to us regarding criteria for the baseline report.

Discussion followed regarding what will be presented at the first public hearing and setting of hearing dates. It was decided that the first hearing should be Monday December 12 at 7pm. and the second hearing will be January 10. The agenda will be:

1. Landon discussing the Consent Decree and its restrictions on land use for the Bingham Land
2. Sherm Small will discuss the criteria for baseline report
3. A water district representative will be there to answer questions
4. Open forum and public input

Kathy will record the hearing and take notes of the comments.

Review of the sequence of events for the study and management plan is as follows:

Hearings and public input
Baseline Documentation completed
Selectmen input
Management Plan due Jan 2013 according to Consent Decree.
2+  public hearings
Attorney review for compliance

ACTION ITEMS:

Jackie will get letters and public notice into the Bethel Citizen prior to both hearings and will get it listed on the events calendar.

To better familiarize the BCC with the Bingham land, all available BCC members will hike the land Saturday Nov 19 starting at the top of Barker and hiking down to Daisy Bryant access road. Sherm Small will be asked to attend.

Jessie will provide easel and flip chart for public hearings
Jackie will provide markers
Kathy will provide sign in sheet

2. Updates
 
Jackie and Jesse attended the last meeting – there was no quorum. Landon joined them and attended the Selectman’s meeting afterward.

7 trees were donated by Project Canopy and picked up by the town.  Three trees were planted at Kimball Park and four on Church Street.

Mt. Will Trail – No contact was made with Steve Keene regarding interpretive signage.
Landon spoke with Melissa Prescott regarding interpretive signage as a potential Eagle Scout project.
