Selectboard Chairman, Stan Howe, called the meeting to order at 7:00 pm.
The Town Manager reviewed with the group his letter dated March 11, 2011 which included items held over from the March 9 meeting. Recreation Board Chairperson, Sue Gardner, was not present, as stated in the Town Manager’s letter. She will be asked to come to the March 23 budget meeting to give end of FY11 budget projections.
The following agency representatives made short presentations to the group regarding their respective agencies:

- Heather Brown – Seniors Plus
- Laurie Winsor – Community Concepts
- Craig Zurhorst – Western Maine Transportation
- Ramona Grover – Western Maine Veterans Advisory Committee
- Debbie Demski – Rape Education and Crisis Hotline
Contributions Agencies:
Selectmen: Dennis Doyon moved, Don Bennett seconded to recommend $2,212 for Androscoggin Home Care and Hospice. All voted in favor.
Budget Committee: Mike Jodrey moved, Jim Bennett seconded to recommend $2,212 for Androscoggin Home Care and Hospice. All were in favor.
Selectmen: Don Bennett moved, Jack Cross seconded to recommend $2,922 for Seniors Plus. All were in favor.
Budget Committee: Mike Jodrey moved, Steve Ethridge seconded to recommend $2,922 for Seniors Plus. All voted in favor.
Selectmen: Don Bennett moved, Jack Cross seconded to recommend $4,900 for Community Concepts. All were in favor.
Budget Committee: Jim Bennett moved, Mike Jodrey seconded to recommend $4,900 for Community Concepts. All were in favor.
Selectmen: Don Bennett moved, Jack Cross seconded to recommend $1,200 for Western Maine Transportation. All were in favor.
Budget Committee: Mike Jodrey moved, Jim Bennett seconded to recommend $1,200 for Western Maine Transportation. All were in favor.
Selectmen: Dennis Doyon moved to recommend increasing Western Maine Veterans Advisory Committee from $175 to $500. Jack Cross seconded the motion. All voted in favor.
Budget Committee: Steve Ethridge moved to recommend increasing Western Maine Veterans Advisory Committee from $175 to $500. Mike Jodrey seconded the motion. All voted in favor.
Selectmen: Don Bennett moved, Jack Cross seconded to recommend $500 for REACH. All voted in favor.
Budget Committee: Mike Jodrey moved, Jim Bennett seconded to recommend $500 for REACH. All voted in favor.
Robin Zinchuk was present to discuss with the group Winter Decorations and Mollyockett Day in the Contributions Local section of the budget and the ice skating rink which is located in the Recreation Board portion of the budget.
There was a handout given to the group from Cathy Newell regarding Channel 11.
Selectmen: Don Bennett moved, Dennis Doyon seconded to recommend $57,794 for Contributions Local. All were in favor.
Budget Committee: Jim Bennett moved, Mike Jodrey seconded to recommend $57,794 for Contributions Local.
After some discussion regarding Channel 11 and fireworks Jim Bennett moved to amend his previous motion from $57,794 to $49,451 which would decrease Channel 11 from $6,343 to zero and Independence Day Fireworks from $2,000 to zero. Steve Ethridge seconded the motion. Five voted in favor. Three opposed.
Selectmen: Jack Cross moved to rescind the previous vote of $57,794 for Contributions Local and recommend $49,451 decreasing Channel 11 from $6,343 to zero and Independence Day Fireworks from $2,000 to zero. Having no second, the motion was defeated.
Dennis Doyon moved to rescind the previous vote of $57,794 for Contributions Local and recommend $51,451 decreasing Channel 11 from $6,343 to zero. Having no second, the motion was defeated.
Jack Cross moved to rescind the original vote to recommend $57,794 for Contributions Local and recommend $49,451 decreasing Channel 11 from $6,343 to zero and Independence Day Fireworks from $2,000 to zero. Robert Everett seconded the motion. Dennis Doyon moved to amend the previous action to include $2,000 for Independence Day Fireworks. Having no second, the motion was defeated.
Dennis Doyon moved to amend the original vote to recommend $57,794 for Contributions Local decreasing Channel 11 from $6,343 to zero making Contributions Local total $51,451. Stan Howe seconded the motion. One voted in favor, four opposed.
Revenue:
Selectmen: Dennis Doyon moved, Jack Cross seconded to recommend $1,265,467 for Revenues. All were in favor.
Budget Committee: Jim Bennett moved, Mike Jodrey seconded to recommend $1,265,467 for Revenues. All were in favor.
Administration:
Budget Committee: Steve Ethridge moved, Jim Bennett seconded to increase Selectmen Stipends from $750 each to $1,500 each. All were in favor.
Selectmen: Dennis Doyon moved, Jack Cross seconded to increase Selectmen Stipends from $750 each to $1,500 each. Four voted in favor, one opposed.
Selectmen: Dennis Doyon moved, Don Bennett seconded to recommend $172,608 for Administration. All were in favor.
Budget Committee: Steve Ethridge moved, Jim Bennett seconded to recommend $172,608 for Administration. All were in favor.
Town Clerk:
Selectmen: Dennis Doyon moved, Don Bennett seconded to recommend $75,857 for Town Clerk. All were in favor.

Assessors:
Selectmen: Dennis Doyon moved, Robert Everett seconded to recommend decreasing line 55502 Oxford County Reg Deeds/Transfer Copies from $600 to $400 making Assessors Department total $48,310. All were in favor.

Finance:
Selectmen: Don Bennett moved, Jack Cross seconded to recommend decreasing line 51107 Overtime from $500 to $300 and decreasing line 55501 Lien Filing Expenses from $4,100 to $3,500 making Finance Department total $77,807. All voted in favor.

Planning & Development:

Budget Committee: Jackie Bell moved, David Crockett seconded to recommend decreasing line 53100 Supplies from $1,800 to $1,000 making Planning and Development total $60,589. Seven voted in favor, one opposed.
Police:
Selectmen: Robert Everett moved, Dennis Doyon seconded to recommend $303,000 for Police. All were in favor.
Budget Committee: Mike Jodrey moved, Jackie Bell seconded to recommend $303,000 for Police. All were in favor.
Fire Department:
Selectmen: Don Bennett moved, Robert Everett seconded to recommend $207,646 for Fire Department. All were in favor.
Budget Committee: Jim Bennett moved, David Crockett seconded to recommend $207,646 for Fire Department. All were in favor.
Ambulance Service:
Selectmen: Don Bennett moved, Robert Everett seconded to recommend $192,485 for Ambulance Service. All were in favor.
Budget Committee: Steve Ethridge moved, Mike Jodrey seconded to recommend $192,485 for Ambulance Service. All were in favor.
Selectmen: Dennis Doyon moved to rescind the previous vote to recommend $192,485 for Ambulance Service and recommend decreasing line 51152 Ambulance Crew Wages from $14,140 to $11,000 making the department total $189,345. Jack Cross seconded. Three voted in favor, two opposed.

Selectmen: Don Bennett moved, Robert Everett seconded to recommend $398,296 for Solid Waste. All were in favor.
Budget Committee: Jackie Bell moved, Steve Ethridge seconded to recommend $398,296 for Solid Waste. All were in favor.
Public Works:
Selectmen: Don Bennett moved, Robert Everett seconded to recommend $546,089 for Public Works. All voted in favor.
Budget Committee: Mike Jodrey moved, Emerson Merrill seconded to recommend $546,089 for Public Works. All voted in favor.
Cole Block:
Selectmen: Don Bennett moved, Dennis Doyon seconded to recommend $23,740 for Cole Block. All were in favor.
Budget Committee: Steve Ethridge moved, Jim Bennett seconded to recommend $23,740 for Cole Block. All were in favor.
Fire Station:

General Assistance:
Selectmen: Robert Everett moved, Don Bennett seconded to recommend $2,500 for General Assistance. All were in favor.

Recreation Board:
Selectmen: Dennis Doyon moved, Don Bennett seconded to recommend $20,600 for Recreation Board. All were in favor.

Selectmen: Dennis Doyon moved to rescind the previous vote until further discussion with the Recreation Board Chairperson, Sue Gardner, at the March 23 meeting. Robert Everett seconded the motion. All were in favor.
